He further continued, that proportional representation with adult suffrage and joint electorates should have been implemented in all future elections to ensure every party received representation based on its total share of votes.

He pointed out that it would be very difficult for small provinces to rise to their full stature if they did not have guidance of Centre. Congress accepted the division of India into linguistic provinces means creation of a number of small provinces in Section A.

Dr. Ambedkar said, “In the absence of the Muslim League it would not be proper for this Assembly to proceed to deal with this Resolution.” He expected that someday Muslims would realize that a United India would be better for them also. He supported Dr. Jayakar’s amendment which was asking to wait for Muslim League to join.

Then he pointed out that Dr. Jayakar’s amendment was also containing the solemn resolve to frame constitution for the free and democratic sovereign State. He further supported the Amendment by Dr. Jayakar in words

As per Dr. Jayakar, and other speeches it can be seen that Muslim League had played a dirty game for Pakistan. They tried to keep all things in control in any way. British rulers were giving more favorable conditions to them, as they didn’t want to transfer power smoothly and peacefully.

Dr. Suresh Chandra Banerjee of Bengal raised few questions to Dr. Jayakar, “If the Muslims do not come at all, how long are we to wait? How long are we to sit quiet?” These questions were in minds of all at that time including members of the House.

For the last hundred years the policy of the British Government had been one of selfishness and cunning towards countries, while in their own country they are very liberal and have a great regard for each other. For the benefit of their own people they consider it expedient to coerce and exploit other people.

The phrase "Union of India" is used by some politicians to create confusion among the people of India. The separatist mentality is now part of present Congress, which once tried to unite India under one flag and one identity.
